The World Cement Association’s (WCA) CEO responds to the UN Environmental Programme’s recent report offering solutions to decarbonise the buildings and construction sector to reduce the waste which it generates:
Ian Riley, WCA’s CEO, comments: “WCA agrees with UNEP that Avoid-Shift-Improve is the right approach to decarbonising the building and construction sector. The challenge is in designing and implementing regulations that will support this and without which change will occur very slowly. We can see from the example of the Europe that a well designed Emissions Trading System with a sufficiently high carbon price is helpful in accelerating change. In addition, planning regulations that encourage reuse and recycling are needed and public procurement policies can lead the way to better practices.”
